Ms. Leyla Arsan, CEO, born in 1966, graduated from the Middle East Technical University Statistics Department. She developed and managed Information Technology projects in the banking and finance sector and ICT solution services between 1990- 2001 including Data Mining and CRM projects with Banking and Retail customers having 3-20 million customer data. She developed a B2B project for the manufacturing SMEs. Since 2002, as the founder of TAGES provides project management and consulting to industry and mainly SMEs, NGOs, universities and public organisations on EU funded R&D and innovation projects and consulting SMEs and organizations on developing Innovation Strategy and Innovation Programs, establishing R&D Centers.
 
Also mentoring students, entrepreneurs and start-ups nowadays. Coordinated ICT Valley Feasibility Project in Turkey. She is very active in European Communities contributing to the roadmaps from SME aspects as adviser, member of FINES (Future Internet) Cluster, also became reviewer on behalf of European Commission in FP6 ABILITIES Project on enterprise interoperability and evaluator of FP7-FRACTALS Project as the accelerator of FIWARE. She has been an instructor in Bahcesehir University in EU masters programme. She prepared/ worked/managed in many EU projects on; ICT R&D networking, Virtual Enterprise, Renewable Energy projects, R&D roadmap on Agrofood, CitySDK Open Data Smart City Project, Linked2Media Artificial Intelligence Project, RADICAL IoT & Social Media Smart City Project.
 
Nowadays active in OPENISME Open Innovation Project. Awarded by TUBITAK and Ministry of Development for EU innovation projects successes several times. Actively participating in NEM and NESSI European technology platforms. She is member of the board of Turkish Informatics Foundation and founder of Professional Consultants Association. She also founded Istanbul Information Society Watchdog Group, which watches R&D, innovation, Digital Agenda and regulations of ICT sector in Istanbul. She is also consulting Digital Turkey Platform and leading the Digital Agenda in Turkey Localization Project which also published a report in 2014 which was also acknowledged by the EC. She speaks natively Turkish and Italian, excellent in English and poor in French and Japanese.
